RE: Host Liquor Liability Insurance Requirements for Strathcona County's Community Hall,Recreation Facilities and Senior Centers
The Josephburg Community Hall is a facility owned by Strathcona County and operated by the Josephburg Agricultural Society.
Effective Monday, September 1, 2008 as required by the County of Strathcona, functions being held in any Strathcona County facility (community hall, recreation center and/or senior center) will now be required to purchase Host Liquor Liability insurance if alcoholic beverages, of any kind, will be present at the function.
Host Liquor Liability gives protection against liability or lawsuits for people or organizations hosting single or multi-day functions with liquor.
You MUST purchase this insurance from an insurance provider. A minimum coverage of two million ($ 2,000,000.00) is required. The type of function being hosted, the number of people attending and the amount of coverage being sought will affect the premium. Price comparisons between insurance providers is recommended.
You will need to inform your insurance company to name the Josephburg Agricultural Society ( the operator of the Josephburg Community Hall) and Strathcona County ( the owner of the facility) as "Additional Named Insured" on your Host Liquor Liability policy.
You will also need to purchase your provincial liquor license before buying the Host Liquor Liability insurance. Insurers will NOT sell the insurance if you do not have proof of purchasing your liquor license.
As a renter, you must provide proof of insurance and permitting by presenting originals of both your Certificate of Insurance and the Alberta Liquor License to the Josephburg Community Hall rental Manager a minimum five (5) days prior to your rental of the Josephburg Community Hall. Copies of these same originals must also be provided, as they must be submitted to the owner of the facility. Please be advised these requirements are non-negotiable.

herein acknowledge it is their sole responsibility for OBTAINING ALL NECESSARY LIQUOR LICENSES AND HOST LIQUOR LIABILITY INSURANCE for their function as defined in the Josephburg Community Hall Rental Agreement.
IT IS understood by the RENTERS, their agents, employees, invitees or contractors that no alcoholic beverages will be consumed on the premises or the surrounding grounds of the Operator and/or the Owner, without first obtaining the prior, written consent of the Owner.
In the event the Operator and or the Owner has provided consent to the RENTER, their agents, employees, invitees or contractors for alcoholic beverages, of any kind, to be consumed on the premises or on the premises grounds, the RENTER acknowledges they will purchase from a licensed insurance agent or broker, a HOST LIQUOR LIABILITY INSURANCE POLICY in the amount of no less than two million ($2,000,000.00) and shall name, as an additional insured, the JOSEPHBURG AGRICULTURAL SOCIETY and STRATHCONA COUNTY under such policy. The RENTER agrees to provide the Operator, or its representatives, a CERTIFICATE OF INSURANCE evidencing the coverage no less than five (5) days prior to the function, as defined in the agreement. IT IS further agreed, at all times the RENTER, without limitation, indemnify and save harmless the JOSEPHBURG AGRICULTURAL SOCIETY, their directors, officers, employees, volunteers and agents; and STRATHCONA COUNTY, its councilors, directors, officers, employees, contractors, agents, volunteers and all other representatives from and against all liability, claims, actions, losses, costs or damages arising out of the actions or omissions of the RENTER.
RENTERS FOUND IN VIOLATION OF TERMS AS NOTED may be asked to vacate the premises with no refund given, full loss of damage deposit and no further rental opportunities.
The RENTER acknowledges, by their signature, that ALCOHOL WILL BE SERVED at the function.

The lessee must be at least 18 years of age.
Hall booking is only confirmed and secured after the damage deposit is received. No interest will be paid to renters on damage deposit. Damage deposit cheque will be cashed immediately.
Total rental fee is required two (2) weeks prior to event date. ONLY FORMS OF PAYMENT TAKEN ARE: CHEQUE, MONEY ORDER OR BANK DRAFT. NO CASH WILL BE ACCEPTED.
A cancellation fee of 50% applies if cancellation is within less than two (2) weeks of the scheduled event. A cancellation at any time will result in a $50.00 administration fee being withheld.
The renter must vacate the premises at the end of the contracted time as listed in this document. Josephburg Agricultural Society does not own or offer the use of high chairs or booster seats. All furniture, fixtures and the like that are brought on the premises are done so at the sole risk of the Renter. Josephburg Agricultural Society is not responsible for loss or damage resulting there from. All damage deposits will be refunded within 30 days after the rental date. In the event the hall is not cleaned as per the conditions listed below, a cleaning fee of $50.00/hour will be assessed against the damage deposit. The Josephburg Agricultural Society and Strathcona County reserve the right to seek legal remedy for damage or cleaning charges that may exceed the damage deposit and to recover costs associated with such remedy.
Renter is responsible for all fees required to The Society of Composers, Authors and Music Publishers of Canada (SOCAN).
In accordance to Provincial Law, smoking is not permitted anywhere inside the Josephburg Community Hall. Failure to comply will result in the renter forfeiting his/her damage deposit and will be denied future rental of the hall.
Renter must abide by all Municipal, Provincial and Federal laws, regulations and bylaws, and will obtain at own expense any and all necessary permits, licenses and approvals.
The Renter has received and reviewed letter of HOST LIQUOR LIABILITY INSURANCE REQUIREMENTS for Strathcona County's community halls, recreation facilities and seniors centres.
The renter must sign the LIQUOR LIABILITY WAIVER AND ACKNOWLEDGEMENT - SCHEDULE A whether alcohol is served or not during the time of the rental agreement.
During the use and occupation of said premises the Renter, without limitation, indemnify and save harmless the Josephburg Agricultural Society and its directors, officers, employees, volunteers and agents; and Strathcona County and its Councillors, directors, officers, employees, contractors, agents, volunteers and all other representatives from and against all liability, claims, actions, losses, costs or damages arising out of actions or omissions of the Renter.
The Renter will be held totally responsible for all the costs of repairing or replacing lost or damaged equipment.
The Renter may meet in person with the hall manager or Director of the Josephburg Agricultural Society prior to taking possession of the hall according to the lease agreement to inspect the hall and review the checklist provided.

I/We, the renters, have read all pages, agreements, terms, conditions, schedules, letters and checklists and hereby agree to all of the terms, conditions set out, and in particular, hereby covenant and agree that I/We are personally responsible and obliged to pay all charges due to the Josephburg Agricultural Society in accordance with the conditions. I further acknowledge and agree that any breach of any terms and conditions may result in the termination of my/our rights to use the Josephburg Community Hall, at the discretion of the Josephburg Agricultural Society. THIS RENTAL WILL be for the SUM noted on PAGE 2.
